Summary:

We are recruiting for a Market Design Manager to join a company which plays a central role in supporting competition in the non-household retail water market. As Market Design Manager, you will support the development and maintenance of market codes, processes and systems to develop the non-household water retail market and address market frictions, legislation and policy changes. The Market Design Manager liaises with internal and external stakeholders to identify and analyse problem statements and subsequently design, develop and present changes to market codes, processes and systems to achieve improved outcomes for customers. Key responsibilities:

  • Support the Head of Market Design to deliver department objectives.
  • Set objectives, monitor and manage performance of direct reports.
  • Create, maintain and deliver development and training plans.
  • Own and manage complex market code changes through the change process.
  • Coordinate and prioritise internal and external market improvement work.
  • Business analysis of market problem statements.
  • Design and develop processes and systems to effectively and efficiently fulfil obligations.
  • Liaise with other teams, suppliers and external groups to develop, assess, cost and schedule process and system changes.
  • Capture requirements in plain English and ensure the market codes and design documentation accurately reflects these.
  • Understand consequential impacts and risks of changes.
  • Engage affected stakeholders through a range of consultations, webinars, working groups and other communications.
  • Support stakeholders to understand market arrangements at high and detailed levels and assess the impact of proposed changes.
  • Contribute to ensuring agendas, papers and records of meetings are accurate and timely.
  • Present balanced and thorough business cases to senior industry governance.
  • Maintain the market codes and implement approved changes on time and accurately.
  • Develop an understanding of economic, regulatory and environmental change across the water and other sectors.
 

Skills and experience required:

  • 3+ years previous experience in industry governance and/or delivering change.
  • Experienced in drafting legal and technical documents.
  • Used to Managing multiple stakeholders with different priorities and levels of engagement.
  • Business analysis & Requirements gathering experience.
  • Used to analysing complex situations and developing considered, robust solutions.
  • Process mindset - able to easily follow and understand complex processes.
  • Experience in assimilating and distilling meaning from large datasets.
  • Articulating complex ideas and key issues clearly and concisely for senior decision makers.
  • Engaging and building rapport with stakeholders remotely as well as in person.
  • Inquisitive mindset with confidence to challenge and influence internal and external stakeholders.
  • PowerBI or SQL would be an advantage.
  • Experience in the water market or other regulated markets would be an advantage.
